Clear Definition of ‘Family’ Under PM Awas Yojana

  • Husband and wife along with their unmarried children, or

  • Unmarried adults whose parents are no longer alive.

This is considered a single family under the scheme. However, many families in the survey lists included married parents and their married children. These entries are deemed ineligible and will be removed from the list.

Additionally, there were cases where families, despite already owning a concrete house, enrolled themselves in the self-survey. These entries are also being invalidated, as they do not meet the basic requirements of the program.

The clarification issued by the Ministry of Rural Development is critical to ensuring that only eligible families are considered for the housing benefits, and those who do not meet the criteria are excluded from the list.

Disqualification Criteria for PM Awas Yojana

Along with defining the ‘family’, the Ministry of Rural Development has also outlined nine disqualification criteria that will determine the ineligibility of certain families under the scheme. These criteria aim to ensure that the benefits are directed to the truly needy families. The disqualification criteria are as follows:

  1. Families owning a permanent house (pucca house).

  2. Families owning motorized three-wheelers or four-wheelers (cars, bikes, etc.).

  3. Families with mechanized three-wheelers or four-wheel agricultural equipment.

  4. Farmers with a Kisan Credit Card (KCC) limit of ₹50,000 or more.

  5. Families with a government employee member.

  6. Families owning registered non-agricultural enterprises with government registration.

  7. Families with a monthly income of ₹15,000 or more from any source.

  8. Families who pay income tax or tax.

  9. Families owning more than 2.5 acres of irrigated land or 5 acres or more of un-irrigated land.

These criteria have been established to ensure that the housing benefits of the PM Awas Yojana reach only those families who do not have sufficient resources for a permanent house and are genuinely in need of financial assistance for housing.

Impact of the New Guidelines on the Survey List

The revised criteria and clear definition of ‘family’ will significantly affect the survey results. For instance:

  • Families who own a pucca house will be excluded, even if they self-registered for the survey.

  • Individuals who own motor vehicles or agricultural machinery will not qualify, as owning such assets indicates financial stability that disqualifies them from receiving the benefits.

  • Government employees and registered non-agricultural enterprises will also be removed from the eligibility list.

  • Higher-income families with monthly earnings exceeding ₹15,000 or those paying taxes will be deemed ineligible for the scheme.

How the Survey Was Conducted

In the districts, including Muzaffarpur, the PM Awas Yojana Survey 2025 covered 443,519 families, of which a significant number were included through self-surveys. In some areas, such as Paru, 44,958 families were registered, while in Muraul, only 7,653 families were surveyed. Over 65,000 individuals participated in the self-survey process, where families inaccurately reported their housing status or income levels.

The Awas Plus App 2024 played a significant role in registering over 104.9 million families, but many of these families were later found to be ineligible based on the newly defined standards. This verification process, while thorough, led to a large number of discrepancies that have since been addressed.

As the verification process continues, those who meet the eligibility criteria will be retained in the list, and they will proceed to receive assistance under the PM Awas Yojana. Ineligible families, as per the revised criteria, will be excluded from the list.
