Bihar Assembly Uproar: Speaker Demands Apology After Stormy Exchange Between Ruling Coalition and RJD

According to witnesses on the floor, Bhai Virendra used language the Speaker deemed unparliamentary. Nand Kishore Yadav rose from his chair, voice firm and posture rigid. He warned the MLA that the words would not remain on record unless withdrawn. The Speaker then issued an ultimatum. Either Bhai Virendra apologize immediately or leave the House.

Speaker Turns to Tejashwi Yadav for Resolution

Despite four separate calls for order, noise levels remained high. The Speaker finally announced a pause, citing rule 258 for disruptive conduct. Proceedings will resume after a cooling period, he declared, if an apology lands on his desk. Without it, suspension looms under rule 349.

Soon after adjournment, media crews crowded the portico. Tejashwi Yadav defended his colleague, saying democracy includes sharp words. JD(U) spokespersons condemned the remark as a breach of decorum. BJP allies amplified that line, urging swift punishment to set precedent.

Nitish Kumar Stays Non‑Committal

Chief Minister Nitish Kumar left through a side door, avoiding detailed comment. His office later issued a one‑line statement. “The Speaker will act within constitutional limits.” Analysts interpret the restraint as a tactic to keep focus on pending bills rather than feuds.

Today’s fracas is not isolated. The last three sittings have seen walkouts over unemployment figures, teacher recruitment, and liquor fatalities. Each clash chips away at the limited working hours in the monsoon calendar. Legislative researchers warn that backlog items may spill into the winter agenda if stalemates persist.

If Bhai Virendra refuses to yield, a motion of suspension could be introduced. Passage requires a simple majority, easily secured by the ruling coalition. RJD strategists may weigh the optics of martyrdom versus flexibility. An apology could restore goodwill yet dampen the party’s combative image.

The assembly is slated to debate a supplementary budget, new agricultural incentives, and amendments to the Bihar Municipal Act. Extended logjams threaten those timelines. Civic groups urge both camps to lower rhetoric for policy continuity.
