KKN Gurugram Desk | In a major administrative move, the Bihar Cabinet has approved the recruitment of approximately 15,000 non-teaching staff in various government schools across the state. The newly sanctioned positions include school librarians, clerks (lipik), and attendants (parichari). The decision is set to improve the management and academic ecosystem in Bihar’s public education system, which has long been suffering from staffing shortages.

The government’s green signal comes after years of delays, opening doors for thousands of job seekers and bringing long-awaited relief to the education sector.

 Breakdown of Vacant Posts

As per the new recruitment policy approved by the state cabinet led by Chief Minister Nitish Kumar, the distribution of posts will be as follows:

  • 6,500+ Librarian posts

  • 6,421 Clerk (Lipik) posts

  • 2,000 Attendant (Parichari) posts

These appointments will be made under three separate recruitment rules specifically framed for each post category, signaling a structured and transparent hiring process.

 Librarians to Be Recruited Through BPSC

For the first time, the recruitment of school librarians in Bihar will be conducted through the Bihar Public Service Commission (BPSC). This shift ensures higher transparency and merit-based selection. According to the new norms, candidates must possess a Bachelor’s degree with a minimum of 45% marks to be eligible for the librarian post.

This move is being viewed as an effort to strengthen academic infrastructure and promote reading culture in government schools, especially in rural and semi-urban areas.

 Clerks and Attendants: Dual Mode of Recruitment

The recruitment for school clerks and attendants will follow a dual method:

  • 50% of the posts will be filled through compassionate appointment (Anukampa Niyukti), reserved for dependents of deceased government employees.

  • The remaining 50% will be filled through a written examination, to be conducted by the Staff Selection Commission or a designated authority.

This balanced approach addresses both humanitarian needs and the merit-based employment model, which is crucial in a state like Bihar with high unemployment and a large number of dependent families seeking government relief.

Strategic Significance of the Decision

The Bihar government’s decision to hire over 15,000 non-teaching staff is not just about job creation. It also highlights the state’s ongoing efforts to reform the public education system by:

  • Enhancing administrative efficiency in schools

  • Reducing the burden on teaching staff who often take on clerical duties

 New Recruitment Rules for Schools

The state cabinet has officially approved three separate rulebooks (niyamavali) for the recruitment of:

  1. Librarians

  2. School Clerks

  3. School Attendants

These rules specify eligibility criteria, selection procedures, reservation norms, and promotion pathways, ensuring greater administrative clarity and fairness in the recruitment process.

Years of Delay Finally Resolved

The decision comes after prolonged demands from various teachers’ associations and education stakeholders. Many of these posts had remained vacant for several years, affecting the smooth operation of thousands of government-run schools.

Now, with the cabinet’s approval, the way is finally clear for notifications to be issued, applications to open, and recruitment processes to begin—bringing much-needed hope to unemployed graduates and support staff across the state.

Education analysts have welcomed the move, calling it “long overdue.” According to Dr. Ramesh Kumar, a Patna-based education policy expert, “The creation of librarian posts is a significant step forward. Books have often taken a back seat in Bihar’s public schools. This initiative could finally help revive the reading culture.”

With policy approvals in place, the next step is the issuance of official recruitment notifications, likely in the coming weeks. Interested candidates are advised to monitor the official portals of BPSC and the Bihar Staff Selection Commission for detailed eligibility criteria, exam dates, and application deadlines.
